It is important establish a common frame of reference for our discussion of gender-poverty–environment links. To guide our study and begin to capture the dynamics of the links, the team developed a draft action framework which we have continued to refine as the research has progressed. The aim is to identify the key factors that planners and policy makers need to take into account to foster positive synergies in policies and programs.
